I've been riding a track bike on the road for years. Started in SF. Have ridden and raced the track. However: especially in hilly situations, high traffic, and group riding, using the rear wheel as a brake is NOT sufficient for safe operation. In steep SF style hills, where there are stop signs at the bottom, it is not practical to stop by skidding. Not to mention the excessive tire wear that results from the practice. I have an old skool Pinarello with a campy super record brake on the front and none on the rear (really is unnecessary) and have plenty of fixie cred.
